Working together, LEMOINE, Symetri USA, and Esri developed a robust emergency management system to support disaster response across multiple regions and sectors. 

Key challenges addressed included:

  • Integrating diverse facility data for health-care systems under contractual obligations.
  • Visualizing resource locations and fuel requirements for rapid deployment.
  • Incorporating historical and real-time disaster data for situational awareness.
  • Enhancing predictive capabilities for high-risk areas and outage monitoring.
  • Tracking and monitoring assets deployed during disaster events.

Faced with these complex and interrelated challenges, LEMOINE recognized the need for a more unified, data‑driven approach to emergency management. Moving from reactive coordination to proactive readiness required a structured road map—one that modernized how critical information was captured, analyzed, and applied. To bridge this gap, the organization launched a series of targeted initiatives designed to transform these challenges into actionable goals and build a resilient, GIS‑enabled operational framework.

A GIS-Enabled Emergency Management Strategy

To address these challenges, LEMOINE initiated a multiphase GIS-driven strategy:

  • Establish a foundational GIS framework for health-care and critical facilities.
  • Expand mapping capabilities to include LEMOINE’s resources and equipment with MACRO, a subsidiary that delivers critically important fuel and potable water to clients.
  • Integrate historical disaster data and active weather feeds for real-time monitoring.
  • Develop predictive analytics for threat assessment and logistics planning.
  • Implement asset monitoring tools for deployed resources and ongoing application improvements.

Symetri USA + Esri Power a Modern Response Platform

Building on these strategic initiatives, LEMOINE partnered with Symetri USA as the primary integrator to turn its GIS vision into a fully operational emergency management solution. Leveraging Esri’s software ecosystem—ArcGIS Online, ArcGIS Field Maps, and ArcGIS Experience Builder—Symetri USA designed and implemented a scalable, multiphase framework that operationalized each initiative into a cohesive, and data‑driven emergency management capability.

  • Phase 1: Core facility data ingestion and map creation for health-care systems and other critical facilities such as universities and data centers.
  • Phase 2: MACRO resource mapping with distance analysis to identify nearest responders and optimize fuel logistics.
  • Phase 3: Integration of historical disaster data and active weather layers for hurricanes, tropical storms, wildfires, and flooding.
  • Phase 4: Predictive enhancements including high-risk alerts, outage maps, and routing capabilities.
  • Phase 5: Asset monitoring for deployed resources and ongoing application improvements.
